Property: If people can afford a second home, should they pay full council tax on that home?

Currently most councils discount 10 per cent but one in five local authorities offer the full 50 per cent discount.

Shelter told the Observer it wants this abolished and suggests that the £42m, which it calculates would be raised as a result, is ploughed into helping solve the housing crisis.
